What does thermostatic valve mean and do we have to buy the rough in valve.

The American Standard T064.730 does not come with the rough in the part numbers for the rough in are a R510 or R530. A thermostatic valve is one that helps protect against drastic temperature shifts and allow for the temperature to stay set weather the water is on or off.
