The Craftmade Z1843 takes 1 60w bulb, which is not included with the light

Would this light be considered dark sky compliant?

The Craftmade Z1843 is not dark sky compliant.

anyone think this could be mounted updside down and used on top of a column? Could it be sealed sufficiently with some silicone inside?

I do not see any reason why you couldn't mount it upside down, I do not think you would even need to have silicon to seal it.

Can this light be used inside the house in a hallway?

The Craftmade Z1843 can be used indoors & in a hallway if you wished to do so.

In what way does this fixture not accept CFL bulbs? They are designed to replace incandescents.

The Craftmade Z1843 Craftsman / Mission Single Light Down Lighting Outdoor Flush Mount Ceiling Fixture takes either CFL or Incandescent bulbs as long as they are medium (standard) base.
