Will it work with a water filtration system?

This will work!

Will this 4" centerset faucet fit my 3 hole bar sink? Also, does it have the deck plate shown in picture?

The Danze D153557 will fit a sink with 4" centers, and does come with the escutcheon.

Is there an expansion kit to allow this faucet to fit granite counter tops 1 1/2 inches thick?

The Danze D153557 can be installed up to a thickness of 2-1/4" without an extension kit.

Is the spout on this facuet stationary ?

The Danze D153557 has a swiveling spout, it is not a solid, stationary spout.

Do you have to use the deck plate?

The D153557 does not offer an escutcheon. The deckplate you see is not an option. It's permanently fixed to the faucet.
