Is there a special tool to take the spout off the base

You do not need a special tool to remove the Danze D205012. This item slips onto the cartridge where you should be able to remove it as well

Can you install a pot filler with only 18" high backsplash?

The Danze D205012 can absolutely be installed in an 18" area. It is a very compact pot filler.
