Can the this be turned off or does it stay on when water is on?

The Danze D460258 body spray will always be on when the shower system is on. If new construction you can set up a thermostatic valve paired with volume controls to pause the spray through the handles or you might consider the Kohler K-8510 with the pause feature.

Does the Danze D460258 require a valve to be purchased separately?

The Danze D460258 does not require a valve to be purchased separately. These will run off of your shower trim you already have. They hook right up to the pipes.
