will this spout fit a 1 inch pipe?

The Delta RP52148 is compatible with 1/2" pipe.

Can this replace a spout with pull down diverter?

The Delta RP52148 tub spout has a diverter on the upside. As long as the diverter is not in the wall, you can change out any tub spout with any type of diverter.
