Can this be mounted on the ceiling with U4996?

The Delta RP62955 will work with any ceiling mount shower arm and the Alsons 4996 would be one that would work.

can this be mounted from the ceiling with RP61058 arm? also what are the materials(all metals or?)

The Delta RP62955 can be mounted from the ceiling with the RP61058 shower arm.

Is this shower head all metal, or metalized plastic?

The Delta RP62955 contains mostly brass hardware, however there is plastic within.

does this shower head tilt up and down or is it stationery?

The Delta RP62955 is designed more as a rain head for overhead use, it does not pivot that much, I'm afraid.

I am wanting to install this rain shower and the Delta Carlisle. What diverter valve do I need to purchase?

The Delta RP62955 can be mounted using an angle arm but since this is a rainshower head I would not recommend it as the water pressure on these is very low.
