Can the 1/2" base be used by itself? Can the bases be used in any combination (ie 1/2" + 3" etc)?

Yes, you may use the 1/2" base by itself, and you can also use these in any combination you desire.

To be perfectly clear, the polished chrome stops are chrome plate brass?

The Deltana BDS450 is chrome plated brass.
