is the dead bolt keyed from both sides

No it's not. That function is known as double cylinder, as opposed to this single cylinder.

Can I get the specifications for this lock? Specifically, the dimensions? I have a 20 year old dead bolts as part of a had set that I need to replace

The Dexter JD-60 Backset is adjustable 2-3/8" or 2-3/4". And the door thickness can be 1-3/4", 1-3/8", 1-3/8" to 1-3/4".

I have a complex and use dexter locks they are mastered will the ones i order work on that master as well?

The Dexter JD-60 can be keyed and master keyed to any combination you have, provided it uses the same master keyway.
