can this light be used in a wet location? its doesnt state in the compare page?

The Elco ELST32 is not UL listed for damp locations, so it is not recommended to be placed in a wet location.

Is this a complete light or do I need other parts and what does brick light mean, can it be set in a concrete step?

The Elco ELST32 has what you need for install as long as you have the wiring that leads to it. Brick light just refers to the shape of the light, it is brick shaped.

Can I purchase the face plate separately?

The Elco ELST32 does not have the option to purchase the face plate separately.
