Single Cylinder Keyed Entry with Free Interior means the exterior knob can be locked and unlocked by a key from the exterior or a turn button located on the interior knob, but the interior lever always remains unlocked.  By turning the interior lever, it does not unlock the exterior lever, it is just a a free interior lever and the exterior will remain in whichever position it was before you turned it.
