What is the cheapest china bidet that would accommodate this faucet?

The PROFLO PF1900 is the least expensive bidet that will accept the Moen T5220. Though, they have not been tested together and are not strictly recommended. Brands such as Kohler and American Standard have a better track record of accepting Moen fixtures.

Is the Moen 9200 valve included?

No, the Moen T5220 does not include the 9200 valve; it must be purchased separately.
