does a drain stopper come with this or plate (where a lever is on some plates)

The Moen T951 does not come with a drain stopper. I hope this helps.

Is this faucet a compatable replacmeent for a year 2000 monticello or will i need to get to the valve under the deck?

The Moen T951 is a compatible replacement for a year 2000 Monticello. Be sure that the spout shank extends at least 1 3/8" from the deck. I hope this helps.

Can it be used in Jaccuzi pool?

The Moen T951 is a tub filler and can work with a Jacuzzi Tub.

The valve for the Moen T951 is the 4992.
