what rough in valve is required?

The Moen TS923 uses the 4992 valve, unless you have PEX connections which it would then use the 4993 valve.

I have a Moen Monticello Roman tub filler installed in 1998. Can I use this trim to update the installation?

You will need to make sure that the Rough in valve that you currently have are compatible with this trim. The valves that would be used with this trim would either be the 4992 or the 4993.
