How tall is this? What is the distance between the base and bumper?

The height of the Omnia 7001 is 1.25". There is 1" between the base and the bumper.

Is this heavy enough (weight?) to use without attaching to floor?

The Omnia 7001 is not heavy enough to use without attaching to the floor, and is recommended to be used only per the manufacturers instructions.

can this be mounted over a carpet with pad flooring into the subfloor the post seems to short to get through the carpet,pad and subfloor?

The Omnia 7001 total height is 1-1/4", so if your carpet and pad is more then that then no it will not.
