The top/ basin doesn't "fit" into the base. Is it supposed to?

So you are saying the sink doesn't fit in to the base? Yes this is supposed to link on top of the pillar.

Does this pedestal sink come with a drain? Or does the drain have to be ordered separately?

The Porcher 24010-03 does not come with a drain. The drain usually comes with faucet so that you can match finishes.

why do the specs say this 28" sink measures 20.025" wide?

The length of the Porcher 24010-03 is measured from right to left of entire sink top which is 28". The basin width, where the water drains into, is a width of 20.025".

Does this sink come with a drain? If not, what drain is recommended?

The Porcher 24010-03 does not come with a drain. The drain is a standard size & normally comes with the faucet you purchase

Yes, the Porcher 24010-03 includes the sink and pedestal.

What is the faucet spout length recommended for this lav?

From the finished wall to the center of the drain is 7 7/8", so the recommended spout length would be 5"; from the center to center installation holes to the drain center.
