Does the shade come in an off white shade

The Progress Lighting P3477 unfortunately only comes with a white/frosted shade.

Is it an opal white glass, not frosted glass, or alabaster,

The Progress Lighting P3477 does have an opal white glass. I can see how some may consider it as frosted, but definitely not alabaster.

IS THIS LIGHT MADE FOR OUTDOOR LIGHTING?

The Progress LightingP3477 is UL listed for damp locations so you can put this light outside, you cannot mount this were direct weather will hit it.
