Can you parallel multiple P5223-WB lights and hard wire to a switch? Is this light considered "not" low voltage lighting?

The Progress Lighting P5223-WB is low voltage light. If you link them together and run them through a transformer, you can wire them to a switch.

is it 110volt and does it come in white?

The Progress Lighting P5223-WB is 12 volts and unfortunately does not come in white.

Can P5223-WB lights be used with any transformer?

Yes they can as long as you use the correct wattage and voltage.

We are interested in using 18 of these along an ADA ramp. Do we need one or more transformers in addition to the fixtures? If so how many? Thanks.

For 18 Progress Lighting P5223-WBs you would want to use a high wattage transformer such as the Progress P8591-31.
