Lower wattage bulbs can be used with the P5550 unit.

What is the size of the back plate?

The Progress Lighting P5550 is a pendant, meaning it hangs from the ceiling. The canopy, which is the plate that's connected to the ceiling, has a 5" diameter.

can energy star light bulbs be used in this fixture? (I am wondering whether there is room)

This will fit candelabra based bulbs, so you would have to get the candelabra base version of the energy star bulbs for it to work.
