Can I use an energy star screw in fluorescents light bulb with this fixture?

The Progress Lighting P5603 can use a fluorescent bulb as long as it does not exceed the 60 watt rating.

Is this lantern certified for wet conditions? Marine conditions? It will be used on a cottage on Long Island sound
