Can this fixture be hung in the up direction?

The Quoizel DW8603 is only recommended to be used as a downlight. This is because it is typically hung in a bathroom and collecting water due to condensation would be a concern it it were to be hung as an uplight.

Is it dimmable?

The Quoizel DW8603 uses halogen bulbs which are dimmable.
