Why does it say 8.125"inside of the cabinet is required and down further it says it is for a 12" cabinet will it work in a cabinet with 8.125" inside or not?

This cabinet organizer is made for a cabinet with a minimum opening of 8.125"

Can the middle shelf be removed altogether?
