Would the F59 FLA BRK interior pack work with this?

The Schlage F58-BRK would work with the F59-FLA-BRK.

Is the deadbolt lock keyed on the outside and inside? If not Does Schlage make a handelset that is keyed on both sides?

The Schlage F58-BRK is keyed on the outside only. If you want it keyed on both sides, what you are looking for is "Double Cylinder."
