Can this light be mounted on a sloped ceiling?

The Sea Gull Lighting 94898 can be installed on a sloped ceiling.

I am looking for a spot light that swivals 360 degrees and I can put a plant grow light bulb in for the winter months. Is that possible with this? Is there another you could recommend?
