What makes this sink not ADA approved?

The LT241.4G is not ADA approved because of the shroud (customer's in wheel chairs would not be able to slide under). If you were to purchase the sink alone, without the shroud, it would then be ADA approved.

Does this package include the shroud or is it sold separatley?

The Toto LT241.4G does not include the shroud. The shroud is model HT242.
